If you were using XP's boot manager, possibly one or more of the files needed by that became corrupt during the power glitch. Don't actually *use* the Commands yet, cos some of them can screw things up really badly, if they are used when they aren't actually needed, but familiarise Then (depending on what the MAP Command shows) try the FIXBOOT Command. & finally try the FIXMBR Command (having read the M$KB Article about it *first*!

XP gurus: how to move an XP partition
Recovery Console also has the fixboot command to fix MBR if some other OS install has broken it. If you are using a partition/boot manager, then you can run that app to fix it seems that XP would still find other partitions which may not be needed and which may be "distracting" to XP (if you see what I mean!).

I didn't know anything needed to be done about the "BOOT.ini" situation so I am going to print your answer and give it a shot in the morning. Too late to try it now.
